James Madison, is regarded by historians as the principal architect of the U.S. Constitution. Since his work there was completed almost a decade prior to his quote here attached, one has to conclude he had time to think about the gravity of what he was saying,.....spoken on the Floor of the U.S. Congress in 1794.
My, how things have changed over the years. It does not take many hurricanes, tornados, earthquakes, and/or cataclysmic floods for the Federal aid to spin out of control. Now CAUTION,....do not blame overspending on war, because DEFENSE OF THE NATION IS THE FEDERAL GOVERNMENT'S PRINCIPAL RESPONSIBILITY (e.g. remember the first paragraph of the Constitution: ...."PROVIDE for the common defense, PROMOTE the general welfare,....." etc. There is a big difference in the Federal Action called for by these two verbs.
